Brown ground beef and drain fat. Add taco seasoning and prepare according to package directions. Place meat in a greased lasagna pan. In a separate bowl, beat eggs and milk. Add Bisquick and pepper; mix well. Pour egg mixture over meat.
Bake, uncovered, at 400 degrees for 20-25 minutes or until golden brown. Cool for 5 to 10 minutes. Spread sour cream over the top and sprinkle with lettuce, tomato, green pepper, scallions, and cheese. Serve immediately.
